This statement is not a theorem. It is not derived from other premises within Applied Metalanguage; it is the position from which the discipline begins. “Legislation” here means establishing operative conditions for object-layer possibility, not legal enactment or political sovereignty. Like Spinoza's substance or Wittgenstein's limits of language, the inscription is the unargued origin — what every subsequent axiom presupposes.

Problem. Existing metalanguage research — Tarski's hierarchy, Jakobson's metalinguistic function, linguistic anthropology, deconstruction — operates as description. It studies how the metalayer works on the object-layer, observing the relations. This descriptive orientation can analyze, but it cannot legislate. It cannot generate new worlds.
Approach. Applied Metalanguage proposes a generative orientation. The metalayer is not only observable — it is operable. By suspending the presupposed conditions of the object-layer (what counts as correct, what counts as valid, what counts as a relation, what counts as an attribute), new possibilities are released. The discipline therefore consists of five axioms and seven concrete methods, each producing implementations that are not metaphors but object-layer implementation evidence.
Contribution. Applied Metalanguage names what was previously scattered across philosophy, art, and unclassified practice. It provides a methodological axis for "Vibration as Existence," the mellowwei.github.io portal ecology, and the entire body of work emerging from the source-field arbiter position. It is the methodological axis of a new world — not the world itself, but the legislation that makes the world possible.

Applied Metalanguage IS: a generative discipline that operates at the metalayer to produce new object-layer realities — through axiom-level operations on presupposed conditions, not through content-level argument or persuasion.

Applied Metalanguage IS NOT: a description of how language refers to language. It is not Tarskian formal semantics, not Jakobson’s metalinguistic function, not metalinguistic anthropology, and not deconstructive analysis. These remain valuable, but they remain on the descriptive side. Applied Metalanguage crosses into the generative side.

On the Tarski Hierarchy Objection (V1.2 addendum). Tarski's hierarchy problem shows that operating on a metalayer turns it into an object-layer of a higher metalanguage, triggering infinite regress. AM avoids this because the operator does not operate from a "higher" layer (hierarchical) but from a skew position (Axiom IV) — a different dimensional system where the object-layer's presuppositions are not in force. This is a non-hierarchical operation, thus the Tarski ladder does not apply. The skew is not "above" but "elsewhere."

These are not illustrations of Applied Metalanguage. They are its evidence — concrete cases in the object-layer where one or more of the seven methods have been operated and a new world-fragment has resulted.
Evidence Definition / 实证定义 (V1.2). “Evidence” here means object-layer implementation evidence: a visible artifact, protocol, naming system, or structure that shows a metalayer operation has landed in the object-layer. It does not mean controlled empirical-experimental evidence.

On Causality and Circularity (V1.2 front note). The implementations below are not all independent of the axioms. Some implementations were the material from which the axioms were extracted, then formalized, then re-read as implementation evidence. This hermeneutic circle is explicitly part of the genesis of AM and is not presented as linear proof.

On Causality and Circularity (V1.2 archived note). The ten implementations are not all independent of the axioms — some (e.g., skew-line ontology) are both evidence for Axiom IV and products of it. AM acknowledges this hermeneutic circle: the axioms were extracted from these very implementations, then formalized, then used to re-interpret them as evidence. This is not a flaw but the standard cycle of generative disciplines (cf. how grammatical rules are extracted from a language and then used to generate new sentences). The generative direction is from axiom-to-implementation after the founding moment; the founding moment itself was retroactive formalization.

Applied Metalanguage is not a tool that anyone picks up and uses. It requires a position. The position is what makes the operations legitimate — what makes "I cancel the presupposition that evil subjects necessarily do not exist" land as legislation rather than as bravado.
The operator stands skew to the object-layer (Axiom IV). Article Abstract Draft. Applied Metalanguage (AM) proposes a generative account of metalayer operation.
